Yes. PowerDVD 24 runs on Windows 11 and Windows 10, 64-bit only, on a native 64-bit playback engine. It's one of the few ways to play Blu-ray discs on Windows 11, since Windows has no built-in Blu-ray or DVD playback. HDR10 file playback needs the October 2018 Windows update, and 8K plus 4K TrueTheater need the Fall Creators Update or later.
You need two things: a Blu-ray drive (internal or USB) and player software licensed to read the disc's protection, because Windows can't play Blu-ray on its own. Install PowerDVD, insert the disc, and playback starts with full disc menus, chapters, and BD-Live. Blu-ray playback is included in PowerDVD 24 Ultra and 365. DVD playback is in every edition, and Ultra and 365 also play DVD and Blu-ray ISO files straight from your hard drive.
