Open PowerDirector, go to GenAI in the menu, and select Auto Reframe. Then import the video you want to convert from horizontal to vertical.
Choose an aspect ratio: 16:9, 9:16, 1:1, 4:5, 4:3, or 21:9. To make a 16:9 video vertical for TikTok, pick 9:16. Then set the tracking level to match how much your subject moves.
